It was inferred from collective behaviors seen in the plateau of correlation function among charged particles. After that, people would say that these experiments as well as other problems in hydrodynamics might signal the fact that our axioms of reaching to hydrodynamics in collisions of heavy ions is not true. In the community of heavy ion, people are talking about "Hydrodynamization" instead of thermalization or touching local equilibrium.
